Would I describe the cyclopes from the Odyssey as having a civilization? Accordig to Wikipedia a civilization is “any complex society characterized by the development of the state, urbanization, and standardized symbolic systems of communication, namely writing”. When reading the Odyssey it never says anything about the cyclops having any form of money or writing language or leaders or Goverment. So no, I would not describe them as having a civilization.
